EUAA COI Report. Socio-economic situation in Damascus City

The purpose of this report is to provide relevant information for the assessment of international protection status determination, including refugee status and subsidiary protection.

The report covers the period of April 2021 - July 2022, and it is an update of the EUAA COI Report: Syria - Socio-economic situation: Damascus City, published in April 2021. It provides relevant information regarding the socio-economic situation in the city of Damascus, including information about internal mobility and freedom of movement. This will inform the update of the chapter on Internal Protection Alternative within the EUAA Country Guidance on Syria 2022.

The first chapter provides a brief overview of the city of Damascus; the second chapter covers issues related to freedom of movement and settling in the city, and the third chapter provides an overview of key socioeconomic indicators for Damascus.

The drafting of this report was finalised on 23 August 2022. Any event taking place after this date is not included in this report.

This report was co-drafted by the European Union Agency for Asylum COI Sector and the Austrian Centre for Country of Origin and Asylum Research and Documentation (ACCORD).

Beleid

Sinds 2011 is Syrië in een bloedig intern gewapend conflict verwikkeld met een zeer hoog aantal slachtoffers, ontheemden en vluchtelingen als gevolg. De strijdende partijen ontzien de burgerbevolking niet. Zowel het Syrische leger als de gewapende oppositie schenden dagelijks, en op de meest wrede wijze, het internationaal humanitair recht en de mensenrechten. In vele gevallen worden burgers geviseerd omwille van etnische of religieuze redenen of omdat ze gepercipieerd worden als deel uitmakend van een ander politiek kamp.

Het Syrische leger slaagde er de afgelopen jaren in, aanzienlijke delen van het land te heroveren op de rebellen of jihadisten. Uit een analyse van de veiligheidssituatie blijkt dat het aantal militaire confrontaties in Syrië sinds de tweede helft van 2018 duidelijk is afgenomen, de impact van het conflict in Syrië regionaal erg verschillend is geworden en het grondgebied van Syrië anno 2020 kan opgedeeld worden in vijf geografische zones.

De burgeroorlog heeft een verwoestende impact op de burgerbevolking. Er zijn naar schatting in totaal 13,4 miljoen Syriërs die, als gevolg van het gewapend conflict, nood hebben aan humanitaire hulp, dit is een verhoging van 21% ten opzichte van 2020. Meer dan 90% zou onder de armoedegrens leven. 6,1 miljoen Syriërs zijn ontheemd binnen Syrië. Bovendien zijn er 5.6 miljoen het land ontvlucht.
