EUAA COI Report. Female Genital Mutilation/Cutting in Ethiopia

The report Female Genital Mutilation/Cutting in Ethiopia (FGM/C) provides background information and mapping of FGM/C practices and trends at national and regional level in Ethiopia for the then-9 regions and two chartered cities covered by the last Demographic and Health Survey (DHS) conducted in 2016. While relying on the last DHS as a starting point, the report complements, contrasts and/or corroborates it with more recent studies and research carried out and published mostly in the period 2015 - 2022. The report provides details on the legal and policy framework, national statistics and under-reporting issues, societal attitudes, information on FGM performers, and cross-border practices. Finally, the report engages with regional variations and current trends/attitudes.

The reference period is from 2016 to March 2022. The information gathered is a result of desk research and expert interviews and input until 31 March 2022. Some limited additional information was added during the finalisation of this report in response to feedback received during the quality control process, until 29 April 2022.

Policy

Het beleid dat de commissaris-generaal voert, is gestoeld op een grondige analyse van nauwkeurige en actuele informatie over de algemene situatie in het land van oorsprong. Die informatie wordt op professionele manier verzameld uit verschillende objectieve bronnen, waaronder het EASO, het UNHCR, relevante internationale mensenrechtenorganisaties, niet-gouvernementele organisaties, vakliteratuur en berichtgeving in de media. Bij het bepalen van zijn beleid baseert de commissaris-generaal zich derhalve niet alleen op de op deze website gepubliceerde COI Focussen opgesteld door Cedoca, dewelke slechts één aspect van de algemene situatie in het land van herkomst behandelen.

Uit het gegeven dat een COI Focus gedateerd zou zijn, kan bijgevolg niet worden afgeleid dat het beleid dat de commissaris-generaal voert niet langer actueel zou zijn.

Bij het beoordelen van een asielaanvraag houdt de commissaris-generaal niet alleen rekening met de feitelijke situatie zoals zij zich voordoet in het land van oorsprong op het ogenblik van zijn beslissing, maar ook met de individuele situatie en persoonlijke omstandigheden van de asielzoeker. Elke asielaanvraag wordt individueel onderzocht. Een asielzoeker moet op een voldoende concrete manier aantonen dat hij een gegronde vrees voor vervolging of een persoonlijk risico op ernstige schade loopt. Hij kan dus niet louter verwijzen naar de algemene omstandigheden in zijn land, maar moet ook concrete, geloofwaardige en op zijn persoon betrokken feiten aanbrengen.
